I can't help but feel the material costs for this items are off.

The reason people would craft it is that they're enhancement shaman. Haste is not a highly prized stat for enhancement shaman since they don't get much benefit from either the gcd reduction, the slight increase to white hits(the white hit benefit shaman get from haste was slashed in 4.0), or the slightly quicker flame shock ticks, the only benefits they get. Hit, on the other hand, is quite nice up to the spell hit cap and they need a lot of it to get there. And mastery is, of course, awesome, as it is for pretty much everyone. Some of the weapons were originally epic, then they nerfed them down to blue quality, but in alot of cases, didn't update the material cost. Though, with the new PTR cost, this might make the weapon worthwhile. Maybe, at least for enhancement shaman's offhand. I cannot speak for combat rogues who may want an axe like this for mainhand.

Why on earth anyone would craft this weapon is beyond me.
Ravening Slicer has the exact same stats except that it trades hit for haste. It even looks the same.

The only "hard" part regarding Ravening Slicer is that you will have to keep farming marks after you got exalted and got your trinket.

For the sake of completness other alternatives are:
