Lots of unobtainiable items are still listed in the in game transmog wardrobe. The prison shank that is BoP and only dropped from a rare boss in Classic Stockades is another example of this. It's impossible to get at all unless you already had it back then.

I can confirm that this staff now drops again (since patch 10.1.7) from Defias Blood Wizards in the Deadmines, right after the Foereaper boss and just before the Juggernaut. Took a few runs, but managed to get it eventually.
