TheWoWDBI was stuck on 85% assault completion, and I've seen other people stuck on arbitrary completes percentages that won't budge. The solution for me was to kill Hivemaster Nazzex (32,14, 31,05) as mentioned in the comments. That gave me completion for the assault and I could turn in the quest at Obelisk of the Moon (~40, ~22) for the assault reward!
Note, after killing Hivemaster Nazzex my completion % was still stuck.
