Turn in is Stormspeaker Qian inside the Silent Sanctuary, which is just to the right of Mistfall Village on your map, and looks like a drawing of the old Dark Portal. The "?" after completion was showing up as just under Tu Shen Burial Ground, which threw me off for a bit.
Torsheg is at 44, 14 in Vale of Eternal Blossoms. /way 44 14
Entrance to the Silent Sanctuary is at 40, 75. Turnin is at 44, 73 in the sanctuary.

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.
