TheWoWDBCan be turned in at either Duke Nicholas Zverenhoff in Light's Hope Chapel (Eastern Plaguelands) or Argent Officer Pureheart in Chillwind Camp (Eastern Plaguelands). I don't know where the Horde equivalent to Chillwind Camp is but presumably wherever you can turn in Scourgestones you can turn this quest in.

For Horde it's Argent Officer Garush in The Bulwark, Tirisfal Glades.
It should be noted that the follow up quest that you have to complete in 5 min is done on normal and CAN be done in a party, so get a small group and knock out the gauntlet with everyone taking a section. This allowed our group to finish with almost a minute to go. At least until Blizz nerfs it and you have to do it solo.

Description

Spell: ScourgestonesUnlocks the ability to acquire Invader's Scourgestones while wearing the Argent Dawn Commission for all characters for your Warband. Replacement Argent Dawn Commissions can be acquired at Light's Hope Chapel.
