This is essentially a passive +80 damage. Any fight of significant length will insure this trinket reaches its potential.

It says "each time you LAND a harmful spell," so I would assume that the initial cast of a DoT would proc it but not the subsequent ticks.
80 spell damage is extremely good for a trinket. It will stack up pretty fast so that's not the problem. But in many fights there are pauses in your dps where it may run out (Gruul, Nightbane, Magtheridon to name a few). This lowers the average effect you get from it.
I don't know whether this will make it useless or not, just pointing it out.

Description
Now that you have gathered all of the Blessings cards together into a deck, a ninth card mysteriously appears with the same backing as the first eight. On this card is inscribed, "Return these cards to the Darkmoon Faire and be rewarded." You have heard that the entrance to this faire appears near Mulgore and Goldshire every month.
