Evaluating this trinket as if it were equivalent to a straight +crit trinket overlooks a lot of its real value. What this trinket excels at is making worst-case performance substantially better, not making average-case performance substantially better. For average-case performance, it still offers impressive gains to characters with low crit.
For characters who have buffs that proc on crit -- Flurry, Unleashed Rage, Vengeance -- a long string of no crits can seriously harm your damage output, because you're waiting for that crit to amplify everything else. If you have a 25% crit rate, a streak of 8 attacks without a crit is about 10% likely, whereas with this card, it's only about 7% likely. That's about 1 in 30 fights where Flurry/Unleashed Rage/Vengeance is up consistently where it wouldn't be without. The average crit chance gain is only .6%, but the likelihood of very bad scenarios is significantly reduced.
For characters who don't get AP from agility -- warriors and shamans, basically -- this trinket also offers a way to get a dramatic boost in crit rating without having to load on agility at the expense of attack power, strength, and stamina. You can re-select your itemization to account for the fact that this trinket will boost your crit and minimize your worst-case scenarios.
Equating this trinket with its average case conversion to critical strike rating does not really account for the power of its stacking-buff model.

I personally think this is a must have for Survival Hunters. The benefits of heading towards non-stop crit is just too much. 1) More procs of Expose Weakness, thereby more often increasing the physical damage of the raid 2) More 40% mana refunds on shots that crit. Coupling this trinket with 5/5 Master Tactician (6% chance for all ranged attacks to increase crit by 10% for 8 sec), and you can easily skyrocket your sustained dps (mana refund) and utility to the raid (expose weakness)
The effect will stack and renew the 10 secs untill you get a critical hit. a very nice trinket for dual wielding classes.
