Dreamsurge Investigation

So far, this is what I know about the quest and the event:
You don't need to hang around the platform once you vote. Any World Quest counts towards completion. If you put your cursor over the Dreamsurge icon on your map, the other quest icons light up, as well. The rares around the Citadel in Waking Shores will give zone-wide announcements when they are 'empowered'. Just hang around the area and tag one. The portal you need to close spawns arround where Captain Lancer spawns after the Dragonbane event. Kill mobs as they spawn from the portal and the boss NPC that spawns for credit. There are green glowing balls in the air under bridges and ledges. You can fly into them to collect Dreamsurge.

Edit: From reading reddit I found that the Dreamsurge area will change each week and the location for the portals that spawn will also change. The rare scanner type of addon will work for these but according to the comments, you can fly back after closing one portal, vote again and then go back and wait to kill the portal boss, over and over.

To 'vote, find the NPC at the Dreamsurge hub and they should have a bar over their heads with a bar showing what buffs are available. Click on that NPC and you get a dialog choice.

The portals closing was rather confusing at first. Every 30 mins on the map it shows a large fire/flame icon. Mine was west of Dragonscale basecamp. A portal will appear amongs the smaller adds that are surrounded by it. Kill those and a the portal closes and a big add/boss comes up. Kill it and you are done.
