This is a new quest added in 6.2. The [item=90561] has a chance to drop in a [item=86623] as it did before, only it is no longer soulbound vendor trash. Instead, if you get one you take it to [npc=2542] in the Inn in Booty Bay and she will trade you 200g for it.
The [item=90561] can be traded, mailed, and sold in the Auction House. You do not have to be an Engineer to complete this quest. This is a daily quest, so if you have five roses, you can only turn one in per day on each character. I happened to get the rose on my Alchemist and tried it out.

Not sure if the Bag of Gold reward is varied, but I received 200G for turning it in at Lvl 120.
Was passing by Booty Bay, and decided to turn in a rose while there, but she did not offer me the quest. Logging out and back in fixed the issue. The rose had been in guild bank, don't know if that caused the problem.
