This quest can be completed before the quests actually appear, so if the quests aren't there, return later when you have progressed further into the campaign.
I never picked up this quest when it was available (I think during the main storyline of harandar) and I couldn't find a way to pick up the quest.
However, completing the storyline [storyline=6032] ending with O.K. Bloomer auto-completed this quest for me.

Description
Our efforts in the Blinding Bloom have halted the Lightbloom's encroachment for now. But with Rootwarden Ruia gone, there are scarce few who remain to handle the rest of the village's troubles. I'm going back to Har'alnor to help out where I can. If you have the time and the inclination, your further assistance would be most appreciated.
