The cannons are up on the hill behind the questgiver.
I'm not sure if it was just a bug for me, but I found that it was hard to see where the cannon was shooting. There's a way to make it slightly easier for yourself if you have this issue:
Down on the ground where the looters are, there's a point where a lot of them converge. Spend a few seconds finding where it is and just try to focus the gun on that point. Then just smash your face into the 1 key until you get all 20 looters - no need to move the cannon at all.
What I was having trouble with was how to aim the cannon. After Google searching how to aim a cannon in wow... the answer is to right click to hold and drag the cannon around. After that it was super easy.

Description
We are dealing with lawless, no-account thugs. As soon as they gained ground, they started looting! Looting right in the middle of a battle! Well I, for one, am not giving up our booty that easily. Get up to the top of Vigil Hill and man the main cannon. Rain hellfire down on those blaggards! Dismissed!
