TheWoWDBTo turn in this quest, you'll need to go to the Allied Race version of the Vindicaar using the Beacon outside of the Stormwind Embassy - Game Master KaoldmosBeacon is in Stormwind just outside the Stormwind Embassy (54.41, 14.43)
This is an instanced version of the VIndicaar exclusive from the traditional one available in Dalaran - Broken Shore.
Also, you do NOT need to have ANY quests done for the Argus chain as this teleporter is there as soon as you hit 110.

That's misleading that there is no quest marker or discription stating 'go to stormwind and use the vindacaar teleporter' or anything.
