I found a great, safe place to do this quest, even if you're below the level for the area. Natural quest progression will give you a quest that leads you to an outpost called Wildwood Wash (64,57) in Gorgrand. If you head out on the road North, immediately outside the gates is a tiny pond on your right, and a path down to a larger body of water called Nielle's Watch (61,55) on the left. I avoided the water at Nielle's Watch because there are roving bands of creatures that will aggro and they respawn almost instantly.
If you choose the tiny pond (64,53) there are zero mobs to disturb your fishing. If you're on a PvP server, you can even hide in the weeds at the back of the pond while you fish. First you need to cast a few times to fish up the Jawless Skulker Bait. These baits are unique, so you can only fish one at a time. Once you use it on your pole, you'll almost immediately fish up another. You'll then fish until you have either 20 Small Jawless Skulker, or 10 Jawless Skulker. Once you have the correct amount, you can right click the stack to fillet the fishes. You'll receive Jawless Skulker Flesh and Jawless Skulker Eggs. You need 10 eggs to complete this daily. If you get more than 10 eggs, you can put the extra in your guild bank BEFORE you turn the quest in, and then you can use them next time. (If you turn the quest in first, the extras disappear from your bag.)
As a level 600 fisherwoman, I used 3 pieces of Jawless Skulker Bait for a total of 15 minutes of fishing time. During that time, I fished up the following catches:
- 28 Jawless Skulker (filleted into 50 Jawless Skulker Flesh and 17 Jawless Skulker Eggs)
- 18 Small Jawless Skulker
- 4 Jawless Skulker Bait
- 2 Worm Supreme (awesome!)
- 1 Shiny Bauble
- 1 Strong Fishing Pole
- 2 Small Sea Scorpion
- 1 Sea Scorpion
- 10 Small Crescent Saberfish
- 19 Crescent Saberfish
- 1 Sea Scorpion Bait
While this seems like a great haul for only 15 minutes of fishing, it only got my skill up to 608, so it's going to be a loooooong journey to 700 skill. But the +200 skill from Worm Supreme should help with that.
Pro Tip: Fishing anywhere in Draenor gives you a ton of random stuff, so even though most of it stacks to 200, it takes a LOT of space in your bags. I recommend you equip a Lure Master Tackle Box to keep the clutter in check.

To be clear, you need to fish up Jawless Skulker fish. Go to any inland pond/water area in Gorgrond and begin fishing. You'll eventually catch Jawless Skulker bait. Use the bait, and after you collect 5/10 of the various sized Skulker, right click on the stack to "use/clean" and you'll obtain the eggs.
You can fish these up in your Garrison waters if you attach the corresponding lure.
If you have more than 10 eggs you can put the rest in the bank and they will not be used!
