TheWoWDBAfter handing in this quest, there is a final dialog between Kugra and her father, when his spirit appears before her.
Axe-Shaper Kugra: "I was so angry when you didn't return. I couldn't understand why you had to leave."
Waruk the Frostforger: "I know, Kugra... but, I wanted to help put an end to this miserable conflict."
Waruk the Frostforger: "The Thunderlords spared my life, but they forced me to work... forging weapons to be used against our own."
Axe-Shaper Kugra: "Why didn't you try to flee!"
Waruk the Frostforger: "I tried, Kugra! They hunted me... tortured me..."
Axe-Shaper Kugra: "I... I had no idea. I am so sorry that I let my anger consume me, father."
Waruk the Frostforger: "Kugra, you owe me no apologies! Please, honor me by taking up my hammer and continuing to fight!"
Axe-Shaper Kugra: "Father, I swear to make you proud!"
Waruk the Frostforger: "You already have, Kugra. You already have..."
Axe-Shaper Kugra: "Thank you, [name]. If you are ever in need of aid, please come back and see me."

If you complete all of Waruk's quests (and if you also create a Forge in your garrison, I believe) he will actually come to your garrison, hang around and start working at the anvil every now and then.
It doesn't seem to have any effect other than cosmetic, but it's another (ghostly) addition to your troops.
My quest kept failing for no reason when i tried to turn it in, so i relogged and it worked fine!

Description
{name}, thank you for avenging my death... but I have just one more favor to ask of you. If you help me see this through, I will forever be in your debt. Take these items and meet me at the forge in Stonefang Outpost. I have imbued them with a portion of my essence, but we still need the aid of another to reforge the hammer. It is time for me to reconcile with Kugra, so that we both may finally find peace....
