TheWoWDBI had this drop from a random Gronn in Gorgrond today. I didn't take up blacksmithing until after Shadowmoon, and based on the one comment I found here, spent the 90 gold to just buy the scroll yesterday, only to have this drop.
So, a little patience will get you this quest, but you may find that it's worth spending the 90 gold just to get going.
