If you kill the shadow creature and you cannot turn in because the prophet isn't there, don't worry!

Leave the area and come back to the lower level, where you fought the creature.
The prophet will spawn, and you will be able to turn in your quest!

This quest is HIGHLY pivotal for both crafting and building your garrison. Here's why:

The reward you get from this quest will contain items that start quests for both of your primary trade skills, no matter which two you know. I can't say if you already need to be max skill or not - I was at 600 in both (based on Fluclo's comment, max skill not required). I'm assuming all of these work the same way, but my trades were tailoring and enchanting. Each one had a short quest chain (go see an NPC, do 1 or 2 kill/drop quests, return to NPC) which ends with them increasing your maximum skill to 700. For tailoring I was taught several new patterns. For enchanting I was not (probably just not in-beta yet).

But there's more. You also get the garrison blueprint for the corresponding small buildings (there is one for every primary trade skill). When you get back to your garrison, you can build one of the two you have just learned. It takes one hour to complete, and when that is done, your architect will give you the quest to raise your garrison to tier two, which allows you to build more buildings.

So this one quest accomplishes far more than any other in the early game.
