Cooking specializations can be learned starting at level 530 from Sungshin Ironpaw, in the Halfhill Market in the Valley of the Four Winds. What's not mentioned, is unlike alchemy, or the now defunct tailoring specializations, you can specialize in each form of cooking, and all at the same time. So, save up your raw materials while you're out leveling, because you can find a use for them in one of the specializations.
Each specialization increases one primary stat, except for the Way of the Brew, which provides mana replanishing drinks, and apparently headaches and grandeur. Each quest requires something specific to start; these items are returned to you at the end of the quest, and are needed for the first quest in each specialization to get an Ironpaw Token.
Way of the Gril: increases strength

The 5 Raw Tiger Steak that you give to the questgiver will be given back to you as a reward. You can then learn the recipe (from the questgiver) and cook them for the follow-up quest: Strong as a Tiger
FYI if you are doing the quest "Way of the Grill," instead of running off to remote parts of pandaria to farm tiger steaks, just buy:
[item=87701] from [npc=64395] using the [currency=402] you got from [npc=64231].
Each time you complete one of the Pandaran cooking quests you get a single [currency=402] which you can use to purchase mats from Nam for the next quest.
Also note that as of 2020 the assets appear to be missing for all of the Pandaran recipes, so whenever you get an achievement you'll see a hole in the achievement banner where the recipe icon usually is.

Description
The Pandaren Way of the Grill produces foods that increase your physical strength. Bring some raw tiger steaks to the Master of the Grill, and he will teach you what you can do with them. There are many tigers in the Jade Forest and the Krasarang Wilds, but you can also find them in other places.
