If you are having trouble turning this in because Lucille Waycrest does not show up in Arom's Strand, here's what to do. If you haven't taken the Q 'Fallen Mother' to complete at the same time as doing this dungeon, go to the courtyard at Waycrest Manor where you can pick it up, accept it from Lucille, then go back to Arom's Strand & she will be inside the building waiting for you to turn in Draining the Heartsbane. You can then either go ahead & do Fallen Mother (effectively the same damn Q) or simply abandon it. You don't need this for the Pride of Kul Tiras achievement.
This issue seems to occur because Lucille can't be in 2 places at once.
As of 9.1.5, You can complete this quest without running the dungeon by talking to Ulfar after accepting the quest. Then, Select the option "I entrust you to handle this mission <Skip the dungeon quest>". Next, Turn in at Lucille Waycrest in Atom's Stand.

Description
The skull you have taken from Korvash needs to be steeped in Gorak Tul's magic to grant the power needed to bridge the gap to Thros. You must take it to a font of his power, and let it absorb his magic. You will find one such font in Waycrest Manor - the epicenter of the coven's power. Here, their leader has tapped so freely into Tul's power that it emanates from the very walls. Bring Korvash's skull to the heart of the manor and let it feast. Then, the effigy will be complete.
