MageDarnassus is the only capital city with no native racial mages. WoW lore also points to a severe distrust of magic use amongst Night Elves so the level requirement being higher for Darnassus is a nice nod towards that (to be honest the spell is only in the game as a convenience, speaking from the viewpoint of the story you shouldn't be able to teleport to Darnassus at all).

It makes no sense to me why this requires L50 but Exodar is close enough I guess /shrug.
