This seems to be the Dragonscale Leg Armor of Mists of Pandaria. You also need to be Honored with the Golden Lotus to get the recipe.
According to the entry here: http://www.wowhead.com/spell=124561 Draconic Leg Reinforcements increases Strength by 285, whereas Shadowleather Leg Armor increases Agility by 285. So unfortunately they do not do the dame thing.
