Goblin sapper charges are probably one of the best lower level pvp items you can possibly get your hands on. Often times, it won't do enough damage to kill you, and it gives you a great deal of burst damage to throw off your enemy. On top of that, sapper charges *can* crit! I've seen it do well over 1k to enemies before. Defintely great when you're trying to do a solo flag retrival in WSG and you need to take down the enemy flag carrier as quickly as possible.
