TheWoWDBI have just crafted this item on the Live servers. I have used it in Oribos just to see whether it is a "consumable" (one time use) or that you can keep on using it. It has 3 minutes cooldown and the item is NOT CONSUMED after you use the item. It can be used infinite times as it has no charges.
