MageCurrently as of 09/26/12 the teleport/portal abilities for pandaria do not appear in the drop-down menu. You can still however use the ability through a hard-cast method. (make a macro if you don't want to copy paste it every time :P)

As of patch 5.1 the spells for the Vale of Eternal Blossoms can be trained at any portal trainer and will now properly appear in the "Teleport"/"Portal" menus.
This spell (along with Teleport: Vale of Eternal Blossoms) is currently offered by all Portal Trainers on Live realms for level 90.
I expect this to teleport the user to his/her faction specific shrine in the Vale of Eternal Blossoms.
