I can confirm that this pattern is one of the patterns that can be learned from creating Magnificence of leather in a system similar to that of alchemy. Although I am not sure if it can also be discovered by Magnificence of scales I think that is is not too much to assume that it can. I have come to believe the magnificence patterns are dropped by random mobs in the Isle of Thunder and I picked them up while completing my dailies and camping rares.
