You learn the recipe by crafting the daily celestial cloth (not the accelerated one). The recipe is learnt randomly, you might get it on your first try or you might not. Depends on your luck =)
Its early days on the PTR right now - but at 10 bolts of Windwool per Celestial Cloth, and 28 Celestial Cloth to craft these - making these will require 1400 Windwool (5 cloth * 10 WW bolts * 28 Celesital Cloth) or 70 stacks!.
