This can be used on any ring at any level by any level. It will skill like the rest of the enchants. At level 19 it gives 5 versatility. 5 versatility is not bad at level 19. Full breath of versatility enchants (rings, cloak, neck) gives 35 versatility to my level 19 shaman (10% healing, 5% damage reduction).
