TheWoWDBI don't know why other comments have been downrated. It can be confusing as to where you learn this because you learn the schematic for "High Powered Flashlight" at 255, and it requires this item. So you find yourself wondering how to learn to make it. Then you come to WOWHEAD and are told that you must obtain a schematic to learn it. Only it turns out the schematic doesn't exist anymore and that you learn it from your trainer; but idiotically you can't learn it until 260.

The recipe for this is now trained, and not available from the vendor in Orgrimmar. I have heard that Tanaris engineers will train this for you.
