This is the only useful neck item available to a level one twink. there are other items that can be used but have no benefit.
The schematic drops out of living strat, off the scarlet inquisitors, it has a very low chance witch is why it sells in the AH for a good amount, although the neck itself does not have much benefit.

Good along with http://www.wowhead.com/?item=21517 against mobs and bosses which able to silence like mobs at EP and Bat ZG boss. Also good for PvP along with resist gear, for example SR gear along with silence resist gear against a priest.
Level 1 twinks take on more than just other level 1 characters. Personally on my level 1 characters I was taking on people who were levels 10-15. At that level a rogue already has Kick (14) and mages have Counterspell (9). As for the existence of caster twinks, at one point I did have a level 1 healer twink to run around with my friends Rogue. It isn't anywhere near as viable now, but they have existed.
There are no interupts for level 1 twinks so i doubt its more useful than a plain necklace. Also, the only silencing spells/skills at level 1 is the Blood Elf racial. But i doubt there are any level 1 caster twinks though so it doesnt matter much :D
