Since Crusader is a level 60 spell, it does less every level you are above 60. The exact amount is -4% effectiveness per level.
So at level 70 (a 40% reduction), Crusader only gives +60 Strength and only heals for 45-75 health. The tooltip still states you're getting 100 Strength, but if you look upon your character sheet, the increase is only by 60. Of course, this is the same for any tooltip in the game.

It is possible to enchant both your Main-Hand and your Off-Hand with Crusader. They stack. Thus giving +200 Strength if both procs at the same time.

Ever wonder why these weapon enchants never report a percentage for the proc, just that it has a chance?
That's because these procs don't have a general percentage to proc. Instead, all weapon enchants like fiery, icy, crusader, etc have a BASE CHANCE to proc, which is then modified by weapon speed.
Basically, the enchants are all targeted at providing a consistent DPS/Buff level across all weapon types. Say the base chance to proc is 10% based on a 2.5 speed weapon. You would then see that drop to 6.8 ( 1.5 / 2.5 = 68% | 68% of 10% ). Likewise, if you were using a weapon with a slow swing speed like 3.8 you would have a realized proc rate of 15.2%.
And with additional reading provided below, the actual rate has been discovered to be:
Chance on hit (%) = weapon speed * 1.82
In otherwords, your 1.7 speed dagger gets a 3.094% chance to proc, and the 3.8 speed 2h mace gets a 6.916% chance to proc.
In other words, weapon speed doesn't matter.
You will not get more procs from items that give you extra attacks or increase your attack speed. I.E. Thrash Blade or Hand of Justice extra attack proc, or Seal of the Crusader increase attack speed will not increase the amount of procs on the Crusader.
All the old enchants can still be put on low level items, only the new TBC enchants have level requirements
Here's a little math I did for Lifestealing vs Crusader.
I know most of it is right, but I'm not completely sure about the strength to damage conversion I have on here :P(for the weapons, I just chose 2 popular rogue twink weapons, as I'm researching which of these enchants would be better suited to a lvl 19 twink rogue)

The +100 strength from Crusader will increase your DPS by ~14 for 15 seconds. This is about an extra 210 damage, while lifestealing does only about 130 damage over the same period. So, crusader does ~80 more damage than lifestealing over the same time period. However, if crusader procs more than once over a 15 second period, some of that extra DPS is wasted, while with Lifestealing the damage is always assured (unless resisted of course).
So crusader gets you about 80 more damage than lifestealing over the same time period, but lifestealing will heal you for about 30 more.
*Note - The damage does not take into account things like shadow resistance, armor, or critical strikes. It is more likely that the crusader's damage is decreased by a larger percentage than the lifestealing, especially on mail/plate wearers, meaning that in some cases lifestealing could actually be doing more damage than crusader. But you have a better chance of getting a critical hit while the +100 strength buff from crusader is going.

At 4% reduced effectiveness per level, at level 85 this should be +0 strength and +0 healing, making this hands down the worst enchant in the game for an 85, even below Minor Beastslayer.

Little tipper: As this chant has no level requirement (thus defaulted to level 1) it can be placed on all heirloom weapons such as Bloodied Arcanite Reaper.
This is not quite correct, you actually do get more procs with any weapon speed alterinf effects or extra attacks. F.ex. shaman got crusader, 2.7 wep speed = 4,9% to proc crusader. Now shaman gets Flurry uo which lowers wep speed to 1.9 approx, still proc chance stays at 4,9% and thus haveing the effect of proccing more often. Also Windfury procs can proc these AFAIK, correct me if im wrong.
Following this formula, we get only 20 strength and 15-24 heals at level 80, making it very useless. Also, in Wrath this will proc for druids in feral forms.
Best melee enchant for Heirloom weapons.
Assuming 2.0s weapon speed (any speed works for this), 1.82 * 2 = 3.64% (proc/ swing) or 0.0364 (proc/swing) in decimal form. In one minute, you get 30 weapon swings. 30 (swings/min) * 0.0364 (proc/swing) = 1.01 procs/min n.b: if you used a 4.0s weapon speed, you'd have twice the percentage and half the swings--yielding the same exact number. Crusader has 1.01 procs/min.

But if your trying to decide on Lifestealing or Crusader, you should choose Mongoose. Correct all extra attacks (sword spec, special weapon ability) will have a chance to proc holy strength.
I have this enchant on 2 Balanced Heartseekers. It heals my Lv11 rogue for the full value and I recieve the full buff to strength... wow. I thought this would be 'nerfed' by reducing the proc's effectiveness for low levels but they have not done it. Enjoy if while you can. If they both happen to proc at the right time then the result is amazing. You will be killing Hogger and his friends for lulz. Basically, everything gets owned. That with TWO Swift Hand of Justice and that's pretty much 0 downtime.
I want to ask. Does crusader procs using special attacks for example siniter strike or backstab or only normal atks?

Back in 2008 Eliel did make a comment explaining why Crusader usually is better than Lifestealing. I will simply quote him as he explains it pretty well:
People on the Lifestealing bandwagon seem to be forgetting some very major things.
1. The value of Crusader procs scale as your gear gets better (ie: you get more crit, more hit, expertise). Lifestealing is a flat damage number (adjusted by VERY few talents/abilities) that can crit. If all you're wearing is a grey weapon or two, Lifestealing may be better, but if you actually go out of your way to get an enchant like Crusader/Lifestealing, and can't choose between the two, in general Crusader will be better.
2. Both Crusader and Lifestealing can proc off special attacks, but only Crusader actually increases the damage of those special attacks. That is why a lot of the math in these comments in horribly incomplete - there is not a melee dps class that will only auto-attack during the 15 seconds of Crusader buff, so any maths that assumes that is useless.
3. For Paladins, the Str bonus scales with Blessing of Kings, Divine Str, Crusade, Two-Hand spec, Precision, Imp Sanc Aura and Vengeance and Avenging Wrath in terms of passives, and auto-attack, Seal of Blood/Command and Crusader Strike damage will be increased.
4. For Warriors, it scales with Enrage, Duel-wield spec, Flurry, Berserker Stance/Improved Berserker Stance, Vitality, Two-Hand spec, Precision, Impale, Death Wish and Deep Wounds in terms of passives (man that's a long list). All special attacks that don't have fixed damage will have their damage increased.
5. For Shamans, it scales with Flurry, Elemental Weapons talent, Weapons Mastery, Unleashed Rage, all the +hit talents, and increases the value of Mental Quickness and Shamanistic Rage. It increases the damage of auto-attack, Windfury Weapon and Stormstrike, and will indirectly affect Shock spells, Lightning Bolt and Chain Lightning because of Mental Quickness.
6. For rogues, who only get 100 AP bonus, it scales with Imp Evis, Murder, Lethality, Imp Kidney Shot, Find Weakness, Precision, Duel-Wield spec, Blade Flurry, Aggression, Weapons Expertise, Surprise attacks, Opportunity, Serrated Blades, Hemmorage (both the attack and the debuff), Master of Subtlety, Deadliness, Sinister Calling and the Shadowstep buff you get after use. Of course, it affects auto-attack and pretty much all special attacks that do damage.
There is a reason why people in 60 raiding guilds didn't use Lifestealing - it doesn't measure up. Agility for Hunters (who shouldn't be meleeing often) and twink Rogues, Crusader for the rest, until you start hitting BC enchants.

Accurate math, but you are missing one significant point: unless you're fighting a boss, or truly chain pulling (maybe AoE grinding), you will -- on average -- waste a certain percentage of the Crusader effect, while damage enchants such as Lifestealing and Fiery Weapon always give the full effect immediately. So, while Crusader technically does 210 damage (+14 DPS over 15 seconds), this only applies if the fight does not end before those 15 seconds are over. In PvP and solo levelling, your fights will often end before the buff runs out. Let's assume you only use 50% of the buff's uptime on
As it turns out, this hasn't really been the case - at least on my server - since pretty much all farming of righteous orbs has stopped (how many people grind Stratholme now?). A few people still do it, but having moved from a mature EU (open since release day, 2005) server to a 'newbie' server post-TBC, the price of righteous orbs has actually increased from around 25-30g each to 30-50g each. He's not talking about an increased crit chance but refering to the extra crit damage caused when the strength buff is active. Crits double the white damage and the strength buff increases your white damage. Strength buff + critical hit = even more damage. What he says is that he hasn't taken into account the comparitive crit damages caused with lifestealing's shadow damage or crusader's strength buff activated. (I am assuming the shadow damage caused by lifestealing can crit just like a normal spell). Nor does he take into account resistances and armour which would lower or negate this damage

At level 80, the crusader proc grants you 20 strength.
While this is a very good heirloom enchant, it's not quite as good as many people think, for three reasons. The first reason is that the buff is usually at least 50% wasted while leveling, because mobs die in less than 15 seconds. The second reason is the negative scaling of -4% per level past 60. The third reason is that it's rare to have much hit or expertise while leveling, meaning your buffed white hits are missed, dodged, or parried fairly often (thus wasting buff time). On my lvl 80 prot warrior this enchant, when it procs, gives 21 str and heals between 15 and 23 HP, average 19.
Not worth it, but it still looks good :)
The tooltips in Wowhead and in-game about this enchant are WRONG; Crusader's effect doesn't scale with level. The proc is once again always 100 strength as it was in original vanilla WoW.
This is what the (wrong) tooltip for the enchant says in-game as of patch 9.1:"Permanently enchant a melee weapon to often heal for 46 and increase Strength by 46 for 15 sec when attacking in melee. Has a reduced effect for players above level 49. Cannot be applied to items higher than level 50."Looks like Blizzard forgot to "flip the switch" on this one.
It has full effect from level 1 up to level 49 (the equivalent to level 119 pre-Shadowlands squish), that's the highest it's ever scaled to post-vanilla as far as I know.
So if you put this on a heirloom weapon, you can have the "good old" FULL 100 strength Crusader buff from level 1 up until level 49. That's 200 (!) strength when dual wielding if you get procs from both weapons, which is quite insane. My fury Warrior is blowing mobs up at level 14 when you unlock Titan's Grip. He's doing 4x the other DPS' damage in dungeons.
This enchant has never been better than it is today. Put this on a heirloom weapon and go to town leveling Warriors/Paladins/DKs
Edit: After some testing, it seems the enchant stops proc'ing altogether once you reach level 50.
Edit 2: It stacks with [spell=76282], so from level 27 to 49 it gives 105 strength (!)
As of patch... 3.0.1 (I think) Enchants will now Proc in druid shapeshifts.

I've tested Crusader on a Lionheart Executioner, which has a similar proc called Lionheart (100 strength for 10 seconds, but no healing effect)..
The Crusader proc is 60 str at level 70 (120 AP for Warriors and Paladins). It seems to proc much more frequently than Lionheart, lasts longer, and both procs can be active at the same time, so the procs don't appear to be exclusive or share a hidden cooldown.
Crusader can also proc back-to-back, which I have not seen with Lionheart yet, so Crusader does not appear to have a hidden cooldown. However I don't know if there is a limit on the number of procs in a given time period. As the weapon is fairly slow, I've not yet observed either proc stacking with itself, but will report back if I do.
The Crusader glow is also much more attractive on such a pretty blade than the more common TBC enchants like Savagery or Mongoose, and compliments this blade's Lionheart proc very well, in my opinion of course.
Note that the formula for Crusader says "occasionally", while the enchant says "often".
What are best for a rogue:

In wrath, this enchant is AMAZING for leveling druid tanks. It has a chance to proc for each target hit by swipe. I had it proc at least 4 times in one pull (3-5 targets) in RFD.
From my reading and experience, DKs don't usually need enchants. Rune of the Fallen Crusader, should be your version of Crusader.
This statement is based on my experience leveling three DKs, mostly by questing but with enough dungeon time to know I can keep up with most DPS. I see you have heirloom gear, so that should help also. I say save the enchant decision until you start raiding. Just my two silvers.
Since Cata came out the place where you originally farmed for the Crusader pattern is different now. Do the guys still drop it at this area in Western Plaguelands?
I CAN confirm that this effect can stack three, and possibly more than that times. I was duel weilding boa weapons with this on them, mh sword and 1h mace, and once I got a double stack, I switched to a reforged truesilver champion which also had crusader on it, and I was lucky enough to get three applications at once, making my attack power of 197 go up to over 600. (level 19 fury warrior)
That would be 5 or 10g for the enchant (although on the newer servers you might be able to get double that, or more). If it's your mats also, then you want to charge much more than this. Probably 75-100g for the orbs and maybe another 50-75g for the shards, depending on the going price. And if you're a 70 with heroic/Kara/S1 gear, you can probably solo (or at least duo) live Strat. All told, selling a crusader enchant including mats for 150g is probably letting someone off cheap.
Yes, it can proc while spinning. I just enchanted it for my Pally. jumped into the SM to test it out. I like it =)

patch 3.0, this enchants WORKS chance on hit while on cat/bear form. not sure whats the proc rate yet,
this is nice for leveling a druid since druids get no BoA weapon for feral spec. currently using a "..of power" staff, which grants 30+ ap with this enchant on it.
level 71 fury warrior with no +% str talents, abilities, etc. The enchant says it has a reduced effect after level 60. The proc healed me for 65 and gave me 56 strength.
