A. In a rush inside a pug/raid/horde city
B. Quick recovery

I always find it funny that it costs more mana to give someone a Fort buff then it does to bring them back from the dead. Anyways, this combined with the Warlock Soulshards makes for a happy dungeon party.
The reason why it cost more to give someone a fort buff, is because when you rez someone, its usually out of combat and out of danger. but a fort buff can be given at any time. Dont know if everyone can see logic in that, but i think thats the reason anyway.
