I got my quest on the broken shore while being Revered, after finishing Breaching the Tomb and both Pathfinder achievements.
This is the class specific mount for Monks. All the mounts are obtainable through a special quest/scenario after unlocking flying and Broken Isles Pathfinder, Part Two:
