TheWoWDBDoesn't actually launch off fireworks unless you have ones made for it, I tried to make Green Fireworks using the schematic. But they wouldn't launch from the base, so I am assuming you need the special fireworks from the Festival.
I must also mention it does cost quite a bit to make, and is only one charge.

Kinda blows since this is a one time usage when you make it, and if you want to shoot off more fireworks you have to make another and go through all the trouble. It took me forever to get all the mats together, only to figure out its a consumable item the hard way. I was not pleased.
If you have a cool generous guild, you should be alright with this. Otherwise, conserve it.
