As of January, 2019 - this seems to only be available from Hurnak Grimmord in Honor hold - possibly other outland trainers. But I could not learn it from the trainer in Iron Forge or the trainer in New Dalaran.
The tooltip mentions Primal Fire, but this page says all you need is the Adamantite. Can anyone confirm?
