TheWoWDBIt's 300% Speed for 5 seconds. ----They have been changed (Patch 2.3 I believe)! There is no longer a stun when they wear off, all that happens is a little spinning animation, and then your character takes about 200 dmg. ---Edit again, as blizz also removed the dmg too.

Its 300% speed for 5 seconds, and while that may not be exactly useful because you get knocked down, these are fun.
Go up somewhere really high, throw these on and a parachute cape, and, well, you get the idea. Good times to be had.
Theses do not knock you down after the effect ends..... at least I have NEVER been knocked down before.. and I have used them 100+ times.
