TheWoWDBThat isn't exactly true about location. It isn't in Silvermoon City, but the town beside Silvermoon City. You get this from the tradesman on the second floor of the inn in the same area where you have to find those arcane crystals from those elementals.
Your Blood elf wouldn't have yet made it to Silvermoon City when he/she can learn this. It would be handy with a screenshot to prove my point.
