I'd bet my hat that you're both blood elves.
With intellect now interacting with spirit regen. At 450 intellect for a priest (with PMC set bonus) this enchant matches 6 mp5 while casting but further improves whilst not casting.
This enchant is preferable to restore mana prime (6 mp5). If your a priest that is.
*edit* Not to mention the small amount of healing this will give you while properly specced.
