TheWoWDBThe recipe for this stopped being trainable/learnable when Blizz removed specialized leatherworking, Elemental in this case. At this point (5.1.0) it is not obtainable in-game, unless one has already learned it long ago.

Really good chest for Rogues and Feral Druids, better than [Chestguard of the Conniver] which drop off Nightbane.
