As a new and upcoming mage, I just trained each of the base city teleport spells in SW as level 17, from the portal trainer. I did *NOT* have to travel to each of the respective cities to learn their port spell.
In order to learn any teleport/portal spell you must travel to the city to get the spell.
In this case you would have to go to Ironforge and talk to the portal trainer in order to get Teleport: Ironforge
