"Permanently enchants boots" is a typo, it is in fact gloves as the spell states.
Agility on boots goes from 12 to 16.
Agility on gloves goes from 15 to 20 (this enchant).
Come patch 3.1, this will be the best feral PvE enchant (that we know of) too, and much cheaper than the 44 .AP one.
