Right now kinda a lame enchant, possibly increased benefit with the patch that brings more titan lore, and therefore more giants into the game.
Spell cast when this procs is http://www.wowhead.com/?spell=44622 75% snare and 237-323 physical damage. No information about internal CD available there though, would need actual testing.
