This crafted item is bind-on-pickup (BoP). This means you must learn the pattern and craft the item on the toon who wants to wear or transmog it.

The BoP Craft Confirm addon helps save you from accidentally crafting BoP items that you intend to trade or auction.

I would be willing to bet that the pattern for this will drop in the Sunwell Plateau raid zone. Every raid has had higher item level tailored patterns than the ones before, so why would Sunwell be any different? The item level of this robe would be right in line with the loot we already know drops from Sunwell Plateau. Furthermore, raid-dropped patterns have always been relatively cheap to make, and this robe is much cheaper to make than the Spellfire Robe. If this were a trainer pattern, or even a 5-man drop pattern, the cost would be much higher.
