as of patch 3.1.1, this enchant is now called Enchant Cloak - Haste.
The formula is still Enchant Cloak - Greater Speed, and that's how it appears in the Enchanting window. However, when you create a scroll, the scroll is indeed Scroll of Enchant Cloak - Haste.
