They should just do that for all the future metals. Just double the required amount of bars for each plan, so it all evens out. That way nobody ever get's stuck with that 1 useless ore in their bags which you cannot use until you go mine some more again.
Not sure why this got down voted, it's correct. I just learned it in OLD Dalaran.
