Moonglow Ink requires 2 Alabaster Pigment
Alabaster Pigment can be made from Peacebloom, Silverleaf, and Earthroot.Can be used for research for quite a few glyphs and Enchanted Velum.
As of beta build 8885 this ink is learned at 30 skill. It requires:
1xAlabaster Pigment
Alabaster Pigment is made by milling five of any of the following herbs: Bloodthistle, Earthroot, Mageroyal, Peacebloom, or Silverleaf. In my tests, I've gotten 2-3 Alabaster Pigment every time I milled for it.
Moonglow Ink is used to make Scrolls of Recall which every scribe will want to carry a stack of 20 for when their hearthstone is down. Moonglow Ink is also used to make Bleached Parchment for enchanters to use.
