TheWoWDBThe alchemist alone has to carry the cost of leveling the profession and taking transmutation mastery so your sense of entitlement is misguided. If you want to keep the proc be clear about it, if you aren't you can't whine that the alchemist didn't give it to you.

Interestingly, Battle.net now shows you recipes you're missing, and this is one of the missing ones, despite it not being attainable.
If you're an alchemist, you can go to your character at the battle.net site, then click on the "Professions" link on the left, then click "Alchemy" under the Primary Professions section, then click the "Not Yet Learned" tab in the top center.
For my alchemist, the two missing recipes listed that are not attainable in-game are:
