Wispcloak

Requires Northrend Dungeonmaster.

For both [item=41610] and [item=41609], the tailor character has to have completed Loremaster of Northrend for [item=41610] and Northrend Dungeonmaster for [item=41609], and not just via account wide. If you have done them account wide, but not exclusively on your tailor, you will need to go back, and finish them up to get the recipes from [npc=28699].

Hi there!

I looked into this for you, and I do see that the character must earn the associated achievement to gain access to the Wisp Cloak and Deathchill Cloak patterns.

While the achievements are account wide - not all of the perks of those achievements are. In this case, your tailor needs to earn the right to the cloaks themselves. >.<

So from what the GM said this is not a bug, but intentional.

For those of you that have completed the achievements, but are unsure which have been done on your tailor you can do a few things:

Go into your Interface section in-game on the character. Then under the Game tab > Display check the box next to "Display Only Character Achievements to Others". That will show on the Armory that character's progressions.

You can also get the addon Overachiever, and that will tell you in the tooltips if it was completed on the character or not.

UPDATE: I had not gotten the achievement on my tailor still, but ran back and visited [npc=28699] while in Dalaran. He was nice enough to teach me these the two cloaks. So looks like Blizzard may have made this available to tailors without having to get the achievement on that specific character.
