TheWoWDBTo be more specific, the reason why the old Goggles in BC seemed only usable by level 70s was because it took a Primal Nether, which at the time were BoP and obtained from Heroics. Once nethers went non-BoP, they had to add the level restriction of 62 so lowbies couldn't make them too early. These have a lvl 72 restriction to follow suit.
