They do in fact proc! Nice deal for me, on my first ever mute of this I got 2!
Its also nice that it isn't affected at all by the transmute cooldown...so a transmute alchemist (or any alchemist for that matter) can make these while they wait for their Titanium or Eternal s cooldown is down
