If you're milling herbs for this ink, your best bet is Swamp of Sorrows - packed full of [object=176583] and [object=176587] to mill down into Silvery Pigment. You'll also get some Sapphire Pigment to help with inscription 275 - 290 by making Ink of the Sky. Both can be milled at 225 inscription skill, but you'll need herbalism 260 and 285 respectively to gather.
