Having played a Warlock, it most definately CAN break on damage and does so quite often.
Fear can only last around 10 seconds in PvP anyways, not to mention there are quite a few ways to break it.
Direct damage will increase the chance of breaking, but DoT damage has less of a chance.
Will last a max of 10 seconds in BGs and Arenas.
Tooltip
Strikes fear in the enemy, disorienting for 20 sec. Damage may cancel the effect. Limit 1.
Increases the amount of damage required to break your fear effects by 60%.
